Here is how my 13yr. old earns money. First it depends on where you live? Second, he/she could rake leaves in your neighborhood, or cut grass. Collect cans to be recycled & take them to a buisness that takes them. Also IF it is allowed @ his/her school they could sell candy @ thier school. These are just a few of ideas.
Cut grass, shave beards, short sell lemonade futures, read to blind people for a fee, walk your dog or people
babysitting, raking leaves/mowing the grass/shoveling snow for neighbors
