First off, your parents must be holding green cards and must establish residency here before they'll have a chance to purchase a policy. After they do this you'll need to find a local agent that works with all of the companies in your area. MA has different laws than the rest of the country so the agent will be able to help you find a plan. However, any plan they get will not cover the pre-existing conditions. Also, it can take a long time for new residents to get insurance because it can be hard and/or time consuming to get medical records from another country.
You're not going to find any insurance to cover this in the USA.
Think about it. You want to pay a one time $500, for insurance to pay out a guaranteed $5,000 or more, in testing/treatment. ??? who in their right mind would do this? Any insurance company that agreed to this, would be BANKRUPT. It's HORRIBLE business sense.
He's your father. You pay for the testing yourself.
He may not be able to get health insurance with a pre-existing condition.
Your best bet is to try a county hospital or free clinic in your area. You might post what state your in so you can get some referrals.
