sure bank can change it but better wait some more dollar is falling against euro, in short time your 300 that now are like 450 bucks will be 500 dollars.
He wants you to keep the euroes, not turn them into dollars. He did it to help you save. I would keep the Euroes, they may amount to more than 300 dollars once the US dollar loses value.
most banks can exchange the Euros for dollars, or look online or in the phone book for currency exchange. If it's ok with grandfather why not spend it?
