Ebay, feedback question when i had to return for a refund, it wasn't of good quality?

I bought a 'used' cell phone. However, when i got it, the keys were so badly worn i couldn't read the letters, numbers, symbols. It wasn't worth selling. And i paid nearly $70.

I would like people to be leery of this ebayer but with them giving me a full refund, do that mean its neutral or like it never existed. Is it no choice to leave neutral or what?

I've never had any problems in over 3 years.

Since they refunded the money I would give them good feedback.. would say something like:
Wasn't as described but refund was easy to obtain. Thanks!

I say be honest. I generally read a seller's feedback before I purchase from them and would like to see if they've sold something of poor quality. I would say leave negative feedback but be sure to mention you got a full refund.

You can still give him a positive review if he handled your refund properly. "Thanks for the transaction, got my refund" or something so others know this is a trustworthy Ebay person. I did that before.
