How much would it cost to build a 1400-square-foot, 3-bedroom, 2-bath brick ranch house with an attached garage and a basement?

Today, In almost every market place it is cheaper, significantly cheaper to buy an existing home. The reason for that is that existing homes are being sold far below their construction costs. After the market rebounds in a few years it may make sense to build you property, but right now you would have significant difficulty getting a mortgage to build your property.

Depends on where you are located.
If the bedrock is close to the surface, a basement may have to be blasted out, that costs a lot more than just digging one.
Be wary of builders. One that is cheap is not necessarily one that is good.
Ask people you know who built their home and if they did a good job. Call builders and get estimates, then check them out with the Better Business Bureau.

Totally depends on location. Call some local homebuilders or architects to get an idea.
If I already owned a buildable lot, how much would it cost to build a home?
