It depends. If you only go into Costco a few times a year to buy stuff, the overall savings won't make sense against the membership fee.
On the other hand, if you shop at Costco all the time - weekly, for instance - your annual savings are substantial.
A lot of the membership based shopping places - Sam's Club, Costco, etc - get a bunch of members who only come in on rare occasions to shop. Those members are doing themselves a disservice, since they aren't getting the savings that they could get.
