Recently, my Paypal account went into negative balance of £6.50. On 22nd September I purchased the item using my Paypal but I got an email on the 1st October to say that my transaction had been declined and my Paypal account had gone into negative balance. It also said they'd auto retry the transaction, on the 6th October £6.50 came out of my bank account from Paypal.
I thought that this would've fixed my negative balance but it still showed up as -£6.50, I assumed that this would take awhile to adjust. However, on the 14th October another £6.50 came out of bank account my Paypal balance now showed up as £0.00.
So they've took £13 out of my account but only added £6.50 to bring my balance to £0. Who should I contact? My bank or Paypal? If Paypal is there a specific email address for issues related to this?

Phone paypal and let them know about it. Call customer care and they'll transfer you to a manager. I would also contact my bank if i were you and ask them whats going on.
pay pal has ripped off people more than once they charged me three times for kung fu panda and twice for iron-man when i filed a complaint they said they had not but my bank statement said they did. then the amount i was not over charged showed up in my pay pal account but not the full amount i ended up paying for ku ng fu panda twice.
